Recognition of professional qualifications of a veterinarian for nationals of the Member States of the European Union, countries of the European Economic Area, the Swiss Confederation or their family members in the Republic of Lithuania

1. Name of the issued document/public service Recognition of professional qualifications of a veterinarian for nationals of the Member States of the European Union, countries of the European Economic Area, the Swiss Confederation or their family members in the Republic of Lithuania to be approved by order of Director of the State Food and Veterinary Service
2. Description of the procedure for issuing a document/ rendering a public service

1. A person who wishes to have his professional qualifications of a veterinarian recognised has to complete an Application for Recognition of Professional Qualifications of a Veterinarian to be able to Work as a Veterinarian in the Republic of Lithuania (the form is provided in Annex 1 to the Procedure for Recognition of Professional Qualifications of a Veterinarian to be entitled to Work as a Veterinarian, or Provide Temporary or occasional Services of a Veterinarian in the Republic of Lithuania) and submit this Application together with attached duly confirmed copies of documents to the State Food and Veterinary Service.
2. The State Food and Veterinary Service, having received the Application and the attached documents, has to within 3 (three) working days refer this Application to the Commission for Assessment and Recognition of Professional Qualifications of a Veterinarian.
3. The Commission, having considered the Application and the attached documents, has to within 5 (five) working days of the date of receipt of the Application and the attached documents inform the State Food and Veterinary Service if all the required documents have been submitted; if any document is missing. The document has to be   indicated.
4. The State Food and Veterinary Service, having received a report of the Commission on the Application and attached documents, has to send a notification to the applicant. The notification has to cover the following information: that all the required documents have been submitted, or which documents are missing with the indication of the deadlines for the applicant to submit the missing documents as well as the deadline for the State Food and Veterinary Service to take a decision on the recognition of the professional qualifications of a veterinarian for the applicant.
5. The Commission, having received an Application and all the required documents, has to initiate the procedure for the recognition of professional qualifications of a veterinarian. A decision on the recognition of the professional qualifications (to recognise the professional qualifications of a veterinarian for the applicant; refuse to recognise the professional qualifications of a veterinarian for the applicant; to impose compensatory measures on the applicant – a proficiency test or a professional adaptation period) has to be taken as soon as possible, however, within 3 (three) months of the receipt of all the required documents.

3. What activity will be carried out or which public service will be rendered under the issued document After the professional qualifications of a veterinarian have been recognised, the person can apply a territorial unit of the State Food and Veterinary Service for issuing a licence for veterinary practice.
4. List of documents to be submitted

1. A document evidencing the citizenship of the person.
2. Documents evidencing the fact of changing the surname(s) or name(s) (if (a) different surname(s) or name(s) is (are) indicated in the documents).
3. An authorisation to submit an application instead of the applicant (if the application is submitted by an authorised person instead of the applicant).
4. Evidence of formal qualifications.
5. Document(s) evidencing the duration of the education of the veterinarian and its content (where the evidence of the formal qualifications of the applicant is not in conformity with the requirements for such evidence prescribed by point 5.4.2 of Annex 5 to the Law of the Republic of Lithuania on the Recognition of Regulated Professional Qualifications).
6. Documents for the recognition by a Member State of evidence of formal qualifications of the veterinarian, which was obtained in a third country (if they are available).
7. Other documents evidencing the professional qualifications of a veterinarian, for example, a degree in science, scientific pedagogical activities (if there are any).
8. A document evidencing that the applicant has actually and legally worked as a veterinarian for at least 3 consecutive years in the period of five years prior to issuing such a document (where the evidence of the formal qualifications of the applicant is not in conformity with the requirements for such evidence as prescribed by point 5.4.2 of Annex 5 to the Law of the Republic of Lithuania on the Recognition of Regulated Professional Qualifications).
9. A document evidencing that the applicant has effectively and legally worked as a veterinarian in Estonia for at least 5 consecutive years in the period of seven years prior to issuing such a document (where the evidence of formal qualifications of a veterinarian was issued to the applicant or where the veterinary education studies started in Estonia before 1 May 2004).
10. A document certifying that the applicant successfully graduated from veterinary studies that were started before 3 October 1990  (where the applicant obtained the evidence of the formal qualifications of a veterinarian in the territory of the German Democratic Republic).
11. A document certifying that the evidence of the formal qualifications obtained by the applicant has the same legal power in the territory of the Member State as an evidence of formal qualifications issued by that Member State (where the applicant obtained the evidence of the formal qualifications in former   Czechoslovakia or where the veterinary studies started before 1 January 1993 in Czechia or Slovakia).
12. A document certifying that the evidence of the formal qualifications obtained by the applicant has the same legal power in the territory of Estonia or Latvia as an evidence of formal qualifications issued by Estonia or Latvia (where the applicant obtained the evidence of the formal qualifications in Estonia before 20 August 1991 or in Latvia before 21 August 1991).
13. A document issued by the competent authority of the Member State of origin of the applicant, which confirms that Directive of the European Parliament and of the Council 2005/36/EC of 7 September 2005 on the recognition of professional qualifications has been applied to the evidence of the formal qualifications of the applicant.
14. A document(s) related to development of the qualifications (if they are available).
15. Documents evidencing the end of the professional adaptation period (if the professional adaptation period was prescribed).

5. Deadlines for issuing a document to be issued/rendering a public service As soon as possible and no later than within 3 (three) months of the date of receipt of all the documents at the State Food and Veterinary Service. 
6. Recipient of public services Natural persons – citizens of the Member States of the European Union, European Economic Area, the Swiss Confederation, family members of the above persons holding a valid permit of residence of a family member of a citizen of a Member State of the European Union in the Republic of Lithuania.
